President Migs Caldeo of the Democratic People's Republic of Urbonia issued a decree Friday which approved a provisional constitution for the state. The Provisional Constitution of the Democratic People's Republic of Urbonia is 13 articles long and states how the state would be governed until the adoption of a permanent constitution by the Urbonian Constitutional Commission.
The provisional constitution stated that Urbonia would have a semi-presidential system of government. The President would be the head of state, while the Prime Minister would be the head of government. The Prime Minister would also be the head of the People's Assembly, the legislative body of Urbonia and the advisory body of to the President. The People's Assembly would also be given the responsibility of ministries. The Federal Court of the Daikoku Federation would be responsible for justice in Urbonia. The bill of rights of Urbonian citizens would be governed by Chapter II of the Constitution of the Daikoku Federation of 9 August 2014. The provisional constitution also called for presidential elections on 24 October 2014, which would be held along with the election of the People's Assembly. It also called for a Constitutional Commission to be assembled in order to draft a new constitution that would replace the provisional constitution by early 2015.

The Federal Presidency of the Daikoku Federation issued a decree Thursday scheduling the election of the deputies of the 4th Federal Assembly on 24 October 2014.
The announcement of the new date for the parliamentary elections comes after the Federal Presidency amended the Constitution on 18 September to postpone the election, which was originally scheduled on 1 October. The decree also stated that the application for the certificates of candidacy shall be held from 10 until 16 October, with election campaigning being held from 17 until 23 October. Elected deputies of the 4th Federal Assembly shall meet for its first session on 31 October and shall serve a one-year term ending on 31 October 2015. The first meeting between the leaders of the Daikoku Federation, State of Ariana and State of Kaleido after the restart of negotiations was held Monday.
Interim Chairperson Extraordinary Darwin Eugenio of Ariana and National Minister Luis Palay of Kaleido visited Kitakyo, the capital city of the Daikoku Federation, on Monday. Co-President Migs Caldeo of the Daikoku Federation met with Darwin Eugenio and Luis Palay and held a short discussion on the current issues of Philippine micronationalism. Following the meeting, the Federal Presidency of the Daikoku Federation issued a statement on the meeting saying: "The meeting between the leaders of the Daikoku Federation, the State of Ariana and the State of Kaleido would help boost cooperation between these three micronations and it would be vital in attaining peace in the Philippine micronational sector." The Daikoku Federation and the Royal City of Arkapore signed the Treaty of Friendship, Cooperation and Recognition between the two micronations on Saturday. Co-President Migs Caldeo of the Daikoku Federation and Chairman Tian Abdurahman of Arkapore signed the treaties in the respective cities of Kitakyo in the Daikoku Federation and Drawakarta in Arkapore.
The Daikoku Federation and Arkapore agreed in the treaty that diplomatic relations would be established between the two micronations, recognition would be given to both governments, mutual assistance, cooperation and development would be exercised, peace and security would be maintained, and regular exchanges would be made. The Republic of Arkapore is a micronation located in the Indonesian island of Sunda. Heavy rains caused by habagat (or southwest monsoon) induced by Tropical Storm Fung-wong flooded many areas of the Daikoku Federation on Friday.
Heavy rains started at 2:00 on Friday and have continued throughout the day which caused flooding in many areas of the Daikoku Federation. The Marikina River, which runs through the center of the Daikoku Federation, overflowed and its water level reached 20 meters. Knee-deep floods were reported in the capital city Kitakyo, the district of Trudeheim-Mann in the federal city of Seidaikei, and the city of Amae in the Kingdom of Treisia. Floods reaching nearly 10 meters were reported in the Margraviate of Misaka. Widespread flooding were also reported in the city of Euthenburg in the Kingdom of Treisia, and the district of Nakatani in the Democratic People's Republic of Urbonia. Classes, work and transactions were suspended in the Daikoku Federation. The Republic of the Philippines is now conducting rescue operations in the flooded areas of the Daikoku Federation. In 6 to 8 August 2012, habagat induced by Typhoon Haikui dumped 1,107 mm of rain resulted to widespread flooding in the Daikoku Federation and in the Philippines leaving 109 people dead, and PHP 3 billion in damage. In 17 to 21 August 2013, habagat induced by Typhoon Maring dumped 1,120 mm of rain and also resulted to widespread flooding. It left 27 people dead, and PHP 689 million in damages. In 26 September 2009, Typhoon Ketsana strucked the Philippines which flooded Metro Manila and nearby provinces after dumping 556 mm of rain, or one-month's worth of rain, and left 464 people dead, and PHP 11 billion in damages. The date of the election of the 4th Federal Assembly moved to a date before 30 October.
The Federal Presidency issued a federal law through a decree on Thursday which postponed the election of the 4th Federal Assembly, which was scheduled to be held on 1 October. The election shall now be held not later than 30 October. In a statement, the Federal Presidency said that the postponement of the election was made in order to allow more time in order to make the necessary arrangements for the election. The Federal Presidency is set to specify a date for the election to the 4th Federal Assembly and to specify the election system to be used. The statement of the Federal Presidency comes after the coup d'etat in the State of Ariana and the seizure of power of Darwin Eugenio.
The Federal Presidency of the Daikoku Federation issued a statement on Wednesday evening on the coup d'etat in the State of Ariana that happened on the evening of 16 September. The statement said: "Yesterday, at 22:15, Darwin Eugenio, a former high-ranking official in the State of Ariana, launched a coup d'etat which installed himself as Interim Chairperson Extraordinary, suspended its constitution and called for reforms in Ariana. "This coup d'etat is a legitimate response to the attempt of Tinyente to dissolve the State of Ariana by bypassing democratic processes and ignoring the legitimate interests of the Ariano people. "This coup d'etat is also an essential action that saved the State of Ariana from certain destruction due to the chaos Tinyente caused by intending to dissolve the micronation and by suddenly abandoning his duties. "The Federal Presidency of the Daikoku Federation announce its support to the new government of the State of Ariana under the leadership of Darwin Eugenio. We would also like to wish for the unity of the Ariano people in this crucial time in their micronation's history and for further cooperation with Darwin Eugenio's government." Darwin Eugenio installed himself as Interim Chairperson Extraordinary, suspended the constitution and announced reforms in a coup d'etat following the removal of Arius Raposas as Chairperson Extraordinary.
Darwin Eugenio, a former high-ranking politician in the State of Ariana, launched a coup d'etat on Tuesday evening following the removal of Tinyente as Chairperson Extraordinary. By 22:15 on Tuesday, Darwin Eugenio had seized control of the micronation and issued a statement on the State of Ariana's official Facebook page stating that he had installed himself as "Interim Chairperson Extraordinary" and called for the suspension of the constitution and the introduction of reforms. The coup in Ariana comes after days of instability following the decree issued by Tinyente last 10 September which called for the dissolution of the micronation. Meanwhile, the State of Kaleido announced its support for the coup in Ariana with its state media quoted National Minister Luis Palay saying that he supports and recognizes the coup and that Kaleido would be working with the new leadership in order to keep peace and professionalism in Philippine micronationalism. Kaleidonian National Minister Luis Palay applauded Daikoku's initiative to restart talks, according to Kaleido state media. The State of Kaleido welcomed the proposal of the Daikoku Federation to restart negotiations.
The Kaleido News and Information Service reported that National Minister Luis Palay applauded the proposal of the Daikoku Federation to restart negotiations with Ariana and Kaleido. The KNIS also reported that weeks before Daikoku's proposal, National Minister Chaeryle Salido announced his intention to start peace talks with the Daikoku Federation and volunteered himself as Kaleido's negotiator, however, Palay disagreed with his proposal. The KNIS also announced that the State of Kaleido would be relaxing its policies with the Daikoku Federation. The proposal for restarting negotiations with the State of Ariana and the State of Kaleido comes after more than a year of tensions between these three Philippine micronations.
The Federal Presidency of the Daikoku Federation issued a statement on Friday morning saying that the Daikoku Federation is proposing to restart negotiations with the State of Ariana and the State of Kaleido. The whole statement said: "It has been more than a year since tensions rose between our Daikoku Federation, and the State of Ariana and the State of Kaleido. Within that year, it left deep divisions on the relations of our Daikoku Federation with the State of Ariana and the State of Kaleido. It had also damaged the reputation of micronationalism in the Philippines as Daikoku, Ariana and Kaleido moved towards the brink of an all-out conflict. "On 6 September 2014, our Daikoku Federation ushered in a new era, as our people agreed to a new Constitution. This Constitution promoted peace and productivity as the basis of our Federation's foreign policy, and we have renounced all forms of conflict as a tool to advance our Federation's interests. "On the same day, we have officially ended our Daikoku Federation's policy of having no contacts with the State of Ariana and the State of Kaleido. With this, it has become our Federation's desire to pursue better relations with the State of Ariana and the State of Kaleido. "Therefore, in line with our desire to pursue peace in the Philippine micronational sector, the Federal Presidency of the Daikoku Federation proposes the following to the respective governments of the State of Ariana and the State of Kaleido. "Recognizing the intention of the State of Ariana to dissolve on 29 September and the desire of Darwin Eugenio, the prefect of the Ariano city of Darvinopolis, to create a new micronation out of the State of Ariana, the Daikoku Federation intends to restart negotiations with the government of the State of Ariana. "Due to the complicated situation in the State of Ariana, the Daikoku Federation would like to negotiate with Darwin Eugenio in order to arrange the possibility of forming a new micronation out of the State of Ariana. We would also like to discuss the possibility of this new micronation of either becoming an independent state or joining the Daikoku Federation. "In the case that the plan to dissolve the State of Ariana is not put into action, we would shift our focus of negotiations with the government of the State of Ariana. "The Daikoku Federation also intends to restart negotiations with the State of Kaleido. The negotiations between Daikoku and Kaleido would focus on establishing formal diplomatic relations between the two micronations. "The Daikoku Federation also proposes for all sides to promise that they would stick to the principles of peace and productivity in solving the current problems in relations between Daikoku, Ariana and Kaleido. "The Daikoku Federation also proposes that, during the course of the negotiations, all sides should pursue reconciliation, cooperation and non-aggression. "The Daikoku Federation also intends to hold the negotiations without the interference of other foreign states. "The Daikoku Federation also calls for an end to all acts of provocations, conspiracy and deceit against all sides concerned with the tensions in the Philippine micronational sector. "We should put into mind that these negotiations would be vital for the Philippine micronational sector, as this would promote unprecedented growth for the micronations in this sector and change the negative reputation of this sector in the micronational world. "Let us throw away the dark past of Philippine micronationalism and end an era full of provocations, conspiracies and deceptions. Let us also remember that the responsibility for this era of Philippine micronationalism equally lies at all sides. As we are responsible for these grave mistakes, let us commit ourselves in pursuing lasting peace, as well as reconciliation and cooperation in the Philippine micronational sector." |
