FEDERAL DISTRICT - The Daikokusian Federation was established on April 13, 2013, at 20:14 UST as the His Excellency, President Migs Caldeo of Urbonia and Grand Prince Karlos Mozo Anioay signed the Treaty of Unification and Creation of a Federative State during a summit held between both nations. The treaty was the result of the negotiations held between both nations during early-April. The treaty resulted in the creation of the Daikokusian Federation with Urbonia and Treisia as its constituent states. The Federal Executive Commission has now been established with President Migs Caldeo and Grand Prince Karlos Luis Mozo Anioay as its members. The Federal Executive Commission is now set to appoint a transitional government, as well as to draft and to adopt a constitution for the new country. The text of the treaty is available below. TREATY BETWEEN THE DEMOCRATIC PEOPLE’S REPUBLIC OF URBONIA AND THE PRINCIPALITY OF TREISIA ON UNIFICATION AND CREATION OF A FEDERATIVE STATE The Democratic People's Republic of Urbonia and the Principality of Treisia, Recognizing the decision and interest of both countries for unification, Resolved to achieve the unification of our countries, Mindful of the fact that the people of Urbonia and Treisia desires to live in a democratic and sovereign federation that secures peace and freedom and that governs under a single rule of law, and Aware of the continuation of the history of Urbonia and Treisia and bearing in mind the great responsibility of creating and developing the federation, Have agreed to conclude this present treaty on establishing of a federation between Urbonia and Treisia, containing the following provisions: ARTICLE 1. The federation is to be called the Daikokusian Federation, and it shall be composed of the Democratic People's Republic of Urbonia and the Principality of Treisia. ARTICLE 2. The constituent states of the Daikokusian Federation shall retain their respective political systems until a constitution for the federation is approved. The constitutions and laws of both countries shall be declared null and void. ARTICLE 3. The borders between the Democratic People's Republic of Urbonia and the Principality of Treisia shall no longer be recognized as valid. ARTICLE 4. The citizens of the Democratic People's Republic of Urbonia and the Principality of Treisia shall become citizens of the Daikokusian Federation. ARTICLE 5. The Daikokusian Federation shall form a transitional governing body named the Federal Executive Commission, which would be responsible for introducing rule of law during the transition period. The Federal Executive Commission shall be composed of the President of the Democratic People's Republic of Urbonia and of the Grand Prince of the Principality of Treisia. ARTICLE 6. The cities of Shiro-shi in the Democratic People's Republic of Urbonia and Lusturias in the Principality of Treisia shall be merged into one city temporarily named as the Federal District, and it shall serve as the headquarters of the Federal Executive Commission. ARTICLE 7. All international treaties in which the contracting parties involves either the Democratic People's Republic of Urbonia and the Principality of Treisia shall be suspended, and the Daikokusian Federation shall see to it that all of the concerned foreign governments shall be notified of this decision. The Federal Executive Commission shall become the representative of the Daikokusian Federation in all of its diplomatic activities. ARTICLE 8. All transition issues which were not included in this treaty shall be decided upon by the Federal Executive Commission. ARTICLE 9. The constitution of the Daikokusian Federation shall be based on the provisions of these treaty, and of the decisions of the Federal Executive Commission. ARTICLE 10. The provisions of this treaty shall enter into force immediately after the plenipotentiaries of the Democratic People's Republic of Urbonia and the Principality of Treisia has signed the document. The treaty shall also serve as the declaration of the establishment of the Daikokusian Federation. Done on the 13th of April in the year 2013 in Shiro-shi, Democratic People's Republic of Urbonia.
