ON THE RENEWAL OF DIPLOMATIC RELATIONS WITH THE GRAND DUCHY OF FLANDRENSIS AND STATE OF SANDUS UNDER THE ENTITY OF THE DAIKOKU FEDERATION ARTICLE 1. The diplomatic relations between the Democratic People's Republic of Urbonia, as well as of the Principality of Treisia and the Grand Duchy of Flandrensis is renewed under the entity of the Daikoku Federation.
ARTICLE 2. The diplomatic relations between the Democratic People's Republic of Urbonia and the State of Sandus is renewed under the entity of the Daikoku Federation. ARTICLE 3. The Principality of Treisia recognizes the State of Sandus. ARTICLE 4. All treaties or agreements made by the constituent states of the Daikoku Federation with Flandrensis and Sandus is to be renewed. The election of the deputies to the 1st Federal Assembly is to be held on June 17, 2013. This date may be changed by the Presidency for valid reasons.
ARTICLE 2. Ten deputies are to be elected to the 1st Federal Assembly. The number of deputies by constituent states are as follows: (1) Democratic People's Republic of Urbonia - 4 deputies (2) Principality of Treisia - 6 deputies ARTICLE 3. The Presidency is the body that would govern the electoral proceedings. It shall enact and enforce electoral laws and it shall decide on electoral issues. ARTICLE 4. The election period begins on May 27, 2013 and ends on June 24, 2013. The campaign period begins June 10, 2013 and ends June 16, 2013. An equal and competitive campaigning is strictly required. ARTICLE 5. All candidates shall be voted at large by voters of their respective constituent states. The candidates corresponding to the number of deputies to be elected in a constituent state who receive the highest number of votes shall be declared elected. ARTICLE 6. The deputies elected to the 1st Federal Assembly shall serve from June 24, 2013 until June 24, 2014. ARTICLE 7. Any organized group of persons seeking registration as a political party may file to the Presidency a verified petition attaching thereto its ideology and program of government and such other relevant information as may be required by the Presidency. ARTICLE 8. Any registered political party or coalition or political parties may select its official candidates at any time before June 13, 2013. ARTICLE 9. The nomination of the official candidates of a registered political party or coalition of political parties shall be personally filed by the party officers concerned or their duly authorized representatives with the Presidency not later than June 13, 2013. ARTICLE 10. Registered political parties shall have the right to make coalitions and present common candidates in any constituent state. ARTICLE 11. Candidates to the election to the 1st Federal Assembly must meet the requirements of Chapter V, Article 83 of the Constitution of the Daikoku Federation and must file his certificate of candidacy before June 13, 2013. ARTICLE 12. The certificate of candidacy is to be provided by the Presidency to the governments of the constituent states of the Daikoku Federation. ARTICLE 13. If after the last day for the filing of certificates of candidacy, an official candidate of a registered political party or coalition of political parties should die, withdraw or become disqualified for any cause, only a person belonging to, and certified by the same political party or coalition of political parties may file a certificate of candidacy to replace the candidate who died, withdrew or became disqualified. ARTICLE 14. If the circumstances of Article 13 happens on the day before or during the elections, the same provisions shall apply. ARTICLE 15. If the circumstances of Article 14 happens to a candidate who is not affiliated to a political party, he may or may not choose a replacement candidate. ARTICLE 16. The voters shall be informed of any changes to the list of the official candidates. ARTICLE 17. All voters shall be informed of his voting code, which is to be inserted in the ballot for identification and for verification purposes, of the ballot that he is going to use, and of the official list of candidates for his constituent state. ARTICLE 18. A voter may either vote through online or on-site means. ARTICLE 19. The political parties or coalitions and candidates may designate watchers for the election. Sectoral groups and foreign organizations may also send observers to the elections. ARTICLE 20. There are two kinds of ballots which are available on the election day: (1) Online ballot - This is available through a secured link and a voter must request the Presidency in order to use this ballot. (2) Paper ballot - This is available on-site and it shall be distinguishable from ordinary paper in order to avoid imitation. ARTICLE 21. The printing of the paper ballot shall be made one day before the day of the election. ARTICLE 22. The creation of the online ballot shall be made one week before the day of the election. It shall be made online on the day of the election. ARTICLE 23. The casting of votes shall be done on June 17, 2013 from 6:00 until 20:00. ARTICLE 24. The Presidency may allow the extension of voting time for valid reasons. ARTICLE 25. Any means of disruption of election process is to be outlawed. ARTICLE 26. Election returns are to be canvassed by the Presidency. ARTICLE 27. The Presidency shall proclaim elected candidates and shall publish the results of the elections in state media within 48 hours after the closing of elections. ARTICLE 28. The decisions of the Presidency in regards to the election shall be irreversible. The Federal Executive Commission unanimously ratifies the Constitution of the Daikoku Federation in accordance to its unanimous adoption by the Constitutional Commission and to the unanimous will of the Daikoku people.
ARTICLE 2. The approved wording of the Constitution of the Daikoku Federation is to be published on state media. ARTICLE 3. The emblem of the constituent state of the Democratic People's Republic of Urbonia shall consist of a shield containing the colors of the Urbonian flag and a red star on top, bordered by a ring of rye bonded by a ribbon containing the colors of the national flag of the Daikoku Federation. ARTICLE 5. The emblem of the constituent state of the Democratic People's Republic of Urbonia shall look like this: ARTICLE 6: The motto of the constituent state of the Democratic People's Republic of Urbonia is "The People's Republic Does What It Is Determined To Do".
