The State of Ariana approved a new constitution on 1 October which changed the name of the micronation to the Rajahnate of Namayan and introduced an elective monarchy as its system of government. Darwin Eugenio, the Interim Chairperson Extraordinary of the State of Ariana, became the Prime Minister of Namayan and the head of government.
Timothy Laranang, the secretary-general of the Lequia Revolutionary Forces military junta, was elected as the Rajah of Namayan taking the name Timoteo. A legislative body, the Royal Assembly of Senators, was also appointed. On Friday, the Federal Presidency of the Daikoku Federation sent a letter that congratulated the Namayan government on its new constitution. The letter also expressed its hope for further cooperation between the Daikoku Federation and Namayan.

The Federal Presidency of the Daikoku Federation issued a decree on 25 September which created the Second Amendment to the Constitution of the Daikoku Federation of 9 August 2014.
The Second Amendment Law 2014 amended Article 79 of the Constitution which changed the original provision of requiring a referendum to approve a change in territories of the federal entities of the Daikoku Federation to a new provision which requires the approval of the concerned federal entity governments to change the territories of the federal entities. The Federal Presidency of the Daikoku Federation released a statement Friday answering the allegations from the State of Kaleido against the Daikoku Federation.
The statement from the Federal Presidency comes as the two micronations are in a tense stand-off following the controversy over Kaleido's Stykria Frieden Special Administrative Region. The statement said: "Recently, the Kaleidonian government has accused the Daikoku Federation of disrupting the peace process in the Philippine micronational sector. This accusation from the Kaleidonian government comes after the backlash that they have received after the Daikoku Federation publicized Kaleido's Stykria Frieden Special Administrative Region. "The Federal Presidency would like to make it clear that we are in no way interested in committing acts that disrupts the peace process in the Philippine micronational sector. Our action to publicize the existence of Kaleido's autonomous region was a rightful action since the establishment of the autonomous region was unlawful and it had negative effects to some members of the micronational community. "Our decision to publicize the existence of the said autonomous region in a micronational group in Facebook was not, as Kaleidonian President Luis Palay termed it, a "demolition job." We only did it since it was clear that Kaleido wanted to keep the Stykria Frieden Special Administrative Region as a regional matter and they do not intend to publicize the said autonomous region to the micronational community. "The Kaleidonian government also accused the Daikoku Federation of inciting anti-Kaleido sentiment through our post regarding the autonomous region in a micronational group in Facebook. We would like to make it clear that it had never directly stated that we wanted to incite hatred against Kaleido nor asked anyone in the group to react negatively to Kaleido's actions. It had only posted relevant information and arguments on the matter which are not aimed at hating Kaleido, but it was for the purpose of informing and correcting them on certain aspects of their decision. "The negative comments against Kaleido are the opinions of the people concerned and the Daikoku Federation respects their right to freely express their views. However, we would like to call for those concerned people to exercise restraint as much as possible since the Daikoku Federation respects the right of Kaleido to express their own views and their right to dignity. "In light of the tensions between the Daikoku Federation and Kaleido, we would still like to continue negotiations with Kaleido on the earliest possible date as long as they would act in accordance to our proposal on how every side in the Philippine sector would act in the negotiation process. However, as we have stated in our previous statement, if Kaleido continues these acts, then the Daikoku Federation would not hesitate to turn a blind eye against them and isolate them from the Philippine micronational sector." The Federal Presidency of the Daikoku Federation released a statement on Thursday following the end of negotiations with the State of Kaleido.
The statement said: "On the evening of 30 September 2014, the Federal Presidency of the Daikoku Federation held an emergency meeting and voted to end negotiations with the State of Kaleido in light of the recent actions made by that micronation. "The Federal Presidency believes that it is no longer possible for the Daikoku Federation to continue negotiations with Kaleido as their actions and behavior in the past few days in the course of negotiations with the Daikoku Federation are tantamount to an insult and an act of treachery to our nation and people. "On 24 September, National Minister Luis Palay published an editorial on the meeting between the Daikoku Federation, Ariana (now Namayan) and Kaleido in Kitakyo. In the said editorial, Palay attacked Co-President Migs Caldeo by saying that no diplomatic protocols have been prepared for the Ariana-Kaleido delegation and even comparing it to the previous meetings held between Ariana and Kaleido. "The said editorial only showed half of the truth as Co-President Caldeo gave the necessary warnings in advance that the Ariana-Kaleido delegation must not expect a more formal treatment in the meeting due to the busy schedule of most of the people behind the Daikoku government. Palay also called Co-President Caldeo as "shameless" and "lacks respect. "The Daikoku government requested that Kaleido pull this editorial in the interest of maintaining good relations between the two micronations in the course of the negotiations but Kaleido did not respond to our request. "On 28 September, as reported by Ang Pederasyon, Kaleido established an autonomous region called the Stykria Frieden Special Administrative Region. Days later, on 30 September, talks were held between the Daikoku Federation and Kaleido in order to clear-up Kaleido's intentions on the establishment of the autonomous region since it was not only interfering with Daikoku sovereignty, as they claim that Damon Reynolds still maintained Kaleidonian citizenship and thus makes him a citizen of the region, but also it interferes with the interests of other micronations, particularly with the interest of Jacob Lewis. "During the course of the talks on 30 September, Palay attempted to defend his actions citing that he is only joining the bandwagon of Kaleidonian ultranationalists in creating Stykria Frieden and that the act of establishing the region was an act of indirect protest against the territorial claims of the Daikoku Federation. He even went further to say that Stykria Frieden was not suppose to be the name of the region, but rather, it was suppose to be called as the Daikoku Special Administrative Region. "The Daikoku Federation was clearly intent on achieving peace with Kaleido, but the recent actions and behavior of the later made it impossible to further pursue this. "Therefore, it was only logical to withdraw from further negotiations and diplomatic actions with the State of Kaleido in order to protect the Daikoku Federation's interest. "The Federal Presidency also announces that the rebuilding of peace in the Philippine micronational sector shall continue. This is something that we shall do without the participation of the State of Kaleido, which no longer represent an ideal member of the Philippine micronational community." (UPDATED) The State of Kaleido's decision to establish the Stykrian Frieden Special Administrative Region on 28 September 2014 caused outrage from the Daikoku Federation and from the former citizens of Stykria and Frieden. Kaleido established the Stykrian Frieden Special Autonomous Region on 28 September 2014 through a unanimous approval of its citizens in a referendum.
The Stykrian Frieden Special Autonomous Region comprises of the territories of Stykria, Frieden and Bicolandia - the territories of Kaleido in the Bicol region of the Philippines. According to the Kaleidonian government, the establishment of the Stykrian Frieden Special Autonomous Region was based on the agreement on April 18, 2013 between the then-Republic of Kaleido and then-Republic of Stykria on the inclusion of the latter as a Kaleidonian commonwealth. The Kaleidonian government also stated that it does not recognize the secession of Stykria from Kaleido and the actions of the succeeding Republic of Frieden. The decision to establish the Stykria Frieden Special Administrative Region and the explanation that Kaleido provided for its establishment caused an outrage. The Daikoku Federation expressed its outrage on the establishment of the Stykria Frieden Special Administrative Region as its territorial claims includes the residence of Damon Reynolds, a former high ranking official in Kaleido and a former citizen of Stykria that defected to the Daikoku Federation in April 2014. Jacob Lewis, governor of Terentia in the Empire of Austenasia, an Ashukovo and Sorrenian citizen and a former citizen of Stykria and Frieden, also expressed his outrage at Kaleido's decision. Recently elected President Luis Palay of Kaleido soon went into the defensive in regards to the Stykria Frieden Special Administrative Region during talks with the Co-President Migs Caldeo of the Daikoku Federation. Palay said that he was only joining the bandwagon created by Mart Siapno and Miguel Robles, Kaleidonian ultranationalists and extremists who are responsible for coming up with the Stykria Frieden Special Administrative Region. He further claimed that Damon Reynolds' defection was merely a mission against the Daikoku Federation. Reynolds had denied this. Palay also explained that "elites" has suggested the idea as a form of "going wiith [Daikoku's] trend" in response to the large territorial claims of the Daikoku Federation. He even said that he suggested to Mart Siapno that the name Daikoku Special Administrative Region be used instead of the Stykria Frieden Special Administrative Region. Palay also asked for the removal of the post regarding the Stykria Frieden Special Administrative Region in a micronational group on Facebook due to the negative comments against Kaleido. In response to the events that transpired during the talk between the Daikoku Federation and Kaleido, a meeting of the Federal Presidency of the Daikoku Federation was held Tuesday night. The meeting resulted in the Federal Presidency voting to end negotiations with the State of Kaleido, which went into effect the next day. President Migs Caldeo of the Democratic People's Republic of Urbonia issued a decree Friday which approved a provisional constitution for the state. The Provisional Constitution of the Democratic People's Republic of Urbonia is 13 articles long and states how the state would be governed until the adoption of a permanent constitution by the Urbonian Constitutional Commission.
The provisional constitution stated that Urbonia would have a semi-presidential system of government. The President would be the head of state, while the Prime Minister would be the head of government. The Prime Minister would also be the head of the People's Assembly, the legislative body of Urbonia and the advisory body of to the President. The People's Assembly would also be given the responsibility of ministries. The Federal Court of the Daikoku Federation would be responsible for justice in Urbonia. The bill of rights of Urbonian citizens would be governed by Chapter II of the Constitution of the Daikoku Federation of 9 August 2014. The provisional constitution also called for presidential elections on 24 October 2014, which would be held along with the election of the People's Assembly. It also called for a Constitutional Commission to be assembled in order to draft a new constitution that would replace the provisional constitution by early 2015. The Federal Presidency of the Daikoku Federation issued a decree Thursday scheduling the election of the deputies of the 4th Federal Assembly on 24 October 2014.
The announcement of the new date for the parliamentary elections comes after the Federal Presidency amended the Constitution on 18 September to postpone the election, which was originally scheduled on 1 October. The decree also stated that the application for the certificates of candidacy shall be held from 10 until 16 October, with election campaigning being held from 17 until 23 October. Elected deputies of the 4th Federal Assembly shall meet for its first session on 31 October and shall serve a one-year term ending on 31 October 2015. The first meeting between the leaders of the Daikoku Federation, State of Ariana and State of Kaleido after the restart of negotiations was held Monday.
Interim Chairperson Extraordinary Darwin Eugenio of Ariana and National Minister Luis Palay of Kaleido visited Kitakyo, the capital city of the Daikoku Federation, on Monday. Co-President Migs Caldeo of the Daikoku Federation met with Darwin Eugenio and Luis Palay and held a short discussion on the current issues of Philippine micronationalism. Following the meeting, the Federal Presidency of the Daikoku Federation issued a statement on the meeting saying: "The meeting between the leaders of the Daikoku Federation, the State of Ariana and the State of Kaleido would help boost cooperation between these three micronations and it would be vital in attaining peace in the Philippine micronational sector." The Daikoku Federation and the Royal City of Arkapore signed the Treaty of Friendship, Cooperation and Recognition between the two micronations on Saturday. Co-President Migs Caldeo of the Daikoku Federation and Chairman Tian Abdurahman of Arkapore signed the treaties in the respective cities of Kitakyo in the Daikoku Federation and Drawakarta in Arkapore.
The Daikoku Federation and Arkapore agreed in the treaty that diplomatic relations would be established between the two micronations, recognition would be given to both governments, mutual assistance, cooperation and development would be exercised, peace and security would be maintained, and regular exchanges would be made. The Republic of Arkapore is a micronation located in the Indonesian island of Sunda. Heavy rains caused by habagat (or southwest monsoon) induced by Tropical Storm Fung-wong flooded many areas of the Daikoku Federation on Friday.
Heavy rains started at 2:00 on Friday and have continued throughout the day which caused flooding in many areas of the Daikoku Federation. The Marikina River, which runs through the center of the Daikoku Federation, overflowed and its water level reached 20 meters. Knee-deep floods were reported in the capital city Kitakyo, the district of Trudeheim-Mann in the federal city of Seidaikei, and the city of Amae in the Kingdom of Treisia. Floods reaching nearly 10 meters were reported in the Margraviate of Misaka. Widespread flooding were also reported in the city of Euthenburg in the Kingdom of Treisia, and the district of Nakatani in the Democratic People's Republic of Urbonia. Classes, work and transactions were suspended in the Daikoku Federation. The Republic of the Philippines is now conducting rescue operations in the flooded areas of the Daikoku Federation. In 6 to 8 August 2012, habagat induced by Typhoon Haikui dumped 1,107 mm of rain resulted to widespread flooding in the Daikoku Federation and in the Philippines leaving 109 people dead, and PHP 3 billion in damage. In 17 to 21 August 2013, habagat induced by Typhoon Maring dumped 1,120 mm of rain and also resulted to widespread flooding. It left 27 people dead, and PHP 689 million in damages. In 26 September 2009, Typhoon Ketsana strucked the Philippines which flooded Metro Manila and nearby provinces after dumping 556 mm of rain, or one-month's worth of rain, and left 464 people dead, and PHP 11 billion in damages. |
