TAKEBE, Seidaikei (DFNS) - The State of Ariana and the Independent State of Kaleido launched a two-day military operation against the territory of the Daikoku Federation, Ariano and Kaleido state news agencies reported.
On April 15, at 0700 hours, units of the Ariana Defense Force and Kaleido Civil Guards initiated Operation Occupy Daikoku. The aim of the operation was to infiltrate several areas of the Daikoku Federation and distribute anti-Daikoku propaganda. According to Ariano state media, the operation was "[a liberation] by the combined forces [of Ariana and Kaleido] from wanton and large claims of Daikoku Federation over heavily populated urban areas", with the Kaleido state media calling it "an operation to stop Daikoku from its aggressive moves and massive land-grabbing around Metropolitan Manila region." According to reports, 74 personnel from the Ariana Defense Force, 29 Ariano mercenaries and 6 personnel from the Kaleido Civil Guards participated in the operation. Over the span of two days, they have infiltrated Kitakyo, the capital city of the Daikoku Federation, Amae, Euthenburg and Misaka in Treisia, and Nakatani in Urbonia. The joint Ariana and Kaleido forces have also spread 400 propaganda leaflets in this area. Ariano and Kaleido state media claims that the operation was a "victory for Philippine micronationalism" and that the government of the Daikoku Federation had collapsed. The Ariano and Kaleido governments are now calling for the renouncing of Daikoku citizenship and the "unconditional surrender" of the Daikoku Federation. They have also began to call the government of the Daikoku Federation as "rebels". They are also planning for a "military withdrawal" on April 21, with a "military government" being established in Daikoku territory. The Daikoku Federation is yet to issue an official statement, but the Ministry of Internal Affairs had issued a statement saying that "the Daikoku Federation is still operational and this military operation by Ariana and Kaleido had not changed anything in terms of our sovereignty in the entire territory of the Daikoku Federation." Meanwhile, citizens have expressed their anger on the military operation against the Daikoku Federation with some stating that nothing had really changed after the intrusion into Daikoku territory by Ariana and Kaleido, with some saying that the whole operation was a joke. Negotiations are reportedly being planned with the Daikoku Federation, the State of Ariana and the Independent State of Kaleido, however, it may not continue due to the reported refusal of the Ariano and Kaleido military to back down.

TAKEBE, Seidaikei (DFNS) - The admission of the territory of Loyola Heights, Quezon City into the Daikoku Federation and the establishment of the federal city of Kitakyo on April 11 was met with protests from the governments of the State of Ariana and the Independent State of Kaleido.
The State of Ariana filed a protest against the government of the Daikoku Federation stating that they were not notified of the admission of Loyola Heights into the Federation and that the admission of the new territory went against their interests. Negotiations immediately began between the Daikoku Federation and the State of Ariana, with a resolution expected to be reached in the coming days. The Independent State of Kaleido issued the statement of King Mahayap (former Governor-General Luis Palay) in Filipino condemning the admission of Loyola Heights into the Daikoku Federation. In his statement, Mahayap called the admission of Loyola Heights as "another great act of foolishness" and asked the "logical reasoning" behind the "occupation" of the area. He also called the Daikoku Federation to "occupy territories that can be governed" and not to "become ambitious." "Let us not do reckless things in the present for we will reap it in the future," added Mahayap. The Daikoku Federation had not issued a statement in response to Mahayap's statement due to the lack of diplomatic activities between Daikoku and Kaleido. CONSTITUTION OF THE DAIKOKU FEDERATION (2014) Adopted at the Eighth Session of the 2nd Federal Assembly of the Daikoku Federation on April 11, 2014 PREAMBLE We, the fraternal and united people of the Daikoku Federation, guided by the goals, ideals and principles of our Federation, relying on the advances of our people in the course of state building, recognizing the changes in the sociopolitical state of our Federation, determined to continue our struggle to create a prosperous and victorious nation, preserving and strengthening the sovereignty, independence and rule of law that we have established through our own right, conscious of our role and responsibility to the world, proclaim this Constitution of the Daikoku Federation in the wording that we have approved. CHAPTER I - THE DAIKOKU FEDERATION ARTICLE 1 (1) The Daikoku Federation is an independent and democratic federal state with a parliamentary form of government under the rule of law. (2) It has sovereignty and jurisdiction over its territory and it represents the interests of the multinational people of the Daikoku Federation. (3) It shall be known as Daikoku in its short form. ARTICLE 2 The territory of the Daikoku Federation consists of the territories of the federal entities of the Daikoku Federation. ARTICLE 3 The capital of the Daikoku Federation is the federal city of Kitakyo. ARTICLE 4 The flag of the Daikoku Federation is a horizontal tricolor consisting of the colors yellow, green and red, with its length being twice of its width. ARTICLE 5 The emblem of the Daikoku Federation is an eagle with a shield containing the colors of the flag of the Daikoku Federation, a mural crown, a hammer and a sickle, bordered by a ring of rye bonded by ribbons with the colors of the flag of the Daikoku Federation. ARTICLE 6 The anthem of the Daikoku Federation is “Our Daikoku”. ARTICLE 7 The official motto of the Daikoku Federation is “Unity of the People, Victory of the Nation”. ARTICLE 8 (1) The official languages of the Daikoku Federation are English and Filipino. (2) The Daikoku Federation shall recognize other languages spoken by the Daikoku people as auxiliary languages, and it shall ensure the preservation and development of auxiliary languages. ARTICLE 9 The sovereignty of the Daikoku Federation belongs to the Daikoku people, who exercise it through the government institutions established by this Constitution and through elections, referendums and initiatives. ARTICLE 10 (1) The Constitution of the Daikoku Federation is the supreme law within the territory of the Daikoku Federation. (2) All federal laws, legal acts and government institutions of the Daikoku Federation shall be in accordance to the Constitution of the Daikoku Federation. ARTICLE 11 The Daikoku Federation shall be a secular state. ARTICLE 12 The Daikoku Federation shall exercise political plurality and multi-party system. ARTICLE 13 The Daikoku Federation shall value the dignity of every human person, shall guarantee the exercise of human rights, and shall conform with international law. ARTICLE 14 The Daikoku Federation shall ensure the unity and equality of all Daikoku people through the promotion of the cooperation of the people of the Daikoku Federation and the protection of their mutual and rightful interests. ARTICLE 15 The Daikoku Federation shall ensure the protection and development of the Daikoku people through the creation of a society centered on the welfare of the Daikoku people. ARTICLE 16 The Daikoku Federation shall ensure the satisfaction of the needs of the Daikoku people and the construction of a prosperous and victorious state through the creation of a social market economy and the maintenance of an environment fit for economic development and state building. ARTICLE 17 The Daikoku Federation shall ensure the security of the nation from internal and external threats through a defense policy that promotes the participation of all Daikoku citizens, enhances loyalty to the Daikoku Federation and contributes to state building. ARTICLE 18 The Daikoku Federation shall strive to enhance the status of the nation through the promotion of a sense of patriotism towards the Daikoku Federation and the creation of an identity unique to the Daikoku Federation. ARTICLE 19 The Daikoku Federation shall adopt a foreign policy based on mutual cooperation and development, national sovereignty and interest, territorial inviolability and the right to self-determination. ARTICLE 20 The Daikoku Federation shall adopt a policy of neutrality in all conflicts, and it shall renounce war as a form of advancing national policy. CHAPTER II - CITIZENS OF THE DAIKOKU FEDERATION AND THEIR RIGHTS AND DUTIES ARTICLE 21 The following are citizens of the Daikoku Federation: (1) Those who are citizens of the Daikoku Federation at the time of the adoption of this Constitution, (2) Those whose father and mother are citizens of the Daikoku Federation, (3) Those who are naturalized in accordance to the federal law, and (4) Those who are citizens of a territorial entity on the day of its admission into the Daikoku Federation as a constituent state, a federal city, or an autonomous state. ARTICLE 22 The following shall no longer become citizens of the Daikoku Federation: (1) Those who have intentionally acquired the citizenship of a foreign state and renounced the citizenship of the Daikoku Federation, (2) Those who are citizens of a constituent state, a federal city, or an autonomous state which had seceded from the Daikoku Federation, unless if they expressed their intention of remaining as citizens of the Daikoku Federation, and (3) Those who have committed grave crimes against the government and society of the Daikoku Federation. ARTICLE 22 The Daikoku Federation shall allow the possession of the citizenship of foreign states by citizens of the Daikoku Federation, unless if the foreign state is a hostile state to the Daikoku Federation. ARTICLE 23 Those who have lost the citizenship of the Daikoku Federation can restore it through naturalization in accordance to the federal law. ARTICLE 24 All Daikoku citizens have rights guaranteed by the Daikoku Federation and duties that they must fulfill to the government and society of the Daikoku Federation, which are dictated by this Constitution and the federal law. ARTICLE 25 The rights of a Daikoku citizen can be lost in the interest of the security of the Daikoku Federation and in accordance to the federal law. ARTICLE 26 (1) All Daikoku citizens have the right to life. (2) All forms of capital punishment are abolished. ARTICLE 27 (1) All Daikoku citizens have the right to physical and moral integrity. (2) All forms of cruel and inhumane punishments are prohibited. ARTICLE 28 (1) All Daikoku citizens have the right to freedom and security. (2) No citizen can be arrested or detained without a court order, except in the case of flagrant offenses. (3) The arrest or detention of a citizen must be done in accordance to this Constitution and the federal law. ARTICLE 29 (1) All Daikoku citizens have the right to access to courts, to due trial, to qualified legal counsel, to trial within a reasonable time, to the presumption of innocence, to be informed of the charges against them, not to declare themselves guilty, not to testify against themselves, and to appeal court decisions. (2) No citizen shall be repeatedly convicted of the same offense. (3) No evidences obtained in the violation of the federal law shall be allowed. (4) The Daikoku Federation shall guarantee the exercise of one’s rights in court. (5) No citizen may be charged for an action that was not recognized as an offense at the the time of its commitment. (6) If a federal law that lifts or mitigates liability for an offense has been approved, the new federal law shall apply. ARTICLE 30 (1) All Daikoku citizens have the freedom of ideas and religion. No citizen is bound to disclose one’s ideology, religion or beliefs. (2) This freedom can be restricted in the interests of the government and society of the Daikoku Federation. ARTICLE 31 (1) All Daikoku citizens have the freedom of expression, communication and information. (2) The incitement of social, racial, national or religious hatred is prohibited. (3) No citizen may be forced to express or renounce one’s opinions and views. (4) All citizens have the right to acquire and exchange information unless restricted by this Constitution or by the federal law. (5) The Daikoku Federation guarantees the freedom of the media. (6) The Daikoku Federation shall create a state media agency for the purpose of social communication. ARTICLE 32 (1) All Daikoku citizens have the right to marriage and to family. (2) Marriage shall be in accordance to free will, progressive union, monogamy and equality between husband and wife. (3) Parents have the right and duty to care and for to raise their children. (4) Children who have reached 18 years of age have the duty to take care of their parents. ARTICLE 33 Children have the right to protection, care and education by the Daikoku Federation and by the society. ARTICLE 34 (1) All Daikoku citizens have the right to privacy and to respect. (2) The unlawful interference in one’s personal and family life is prohibited. ARTICLE 35 (1) All Daikoku citizens have the right to residence and to inviolability of residence. (2) No one shall enter a residence without the consent of the owner or a court order, except in the case of flagrant offenses. ARTICLE 36 (1) All Daikoku citizens have the right to assemble peacefully for lawful purposes. (2) The exercise of this right requires the advanced notification of authorities in advance, and the guarantee that it will not disrupt the functions of the government and society of the Daikoku Federation. ARTICLE 37 (1) All Daikoku citizens have the right to associate for lawful purposes. (2) The exercise of this right requires the registration of the association to the Daikoku Federation in accordance to this Constitution and the federal law, and the guarantee that it won't be against the interests of the government and society of the Daikoku Federation. ARTICLE 38 (1) All Daikoku citizens have the right and duty to work. (2) All working Daikoku citizens also have the right to rest, to protection in work and to create unions to protect their rights and interests. (3) All Daikoku citizens have the right to freely use their skills, to freely choose their profession and to protection from unemployment. (4) All working Daikoku citizens are entitled to proper remuneration. (5) All forms of forced labor are prohibited. ARTICLE 39 (1) All Daikoku citizens have the right to education. (2) Education shall be oriented towards the full development of the human person for the benefit of the Daikoku Federation. (3) The Daikoku Federation shall recognize the freedom of teaching and of creating teaching centers. (4) Parents have the right to choose the kind of education that their children would receive and to decide if their children would receive moral and religious education. ARTICLE 40 (1) All Daikoku citizens have the right to free movement within and outside the territory of the Daikoku Federation in accordance to this Constitution and in the federal law. (2) All Daikoku citizens and resident foreign citizens have the right to freely choose their residence in the Daikoku Federation in accordance to this Constitution and in the federal law. ARTICLE 41 All Daikoku citizens have the right to receive help and assistance. ARTICLE 42 All Daikoku citizens shall have the right to participate in state administration in accordance to this Constitution. ARTICLE 43 All Daikoku citizens have the right to file a petition or a complaint to the government of the Daikoku Federation. ARTICLE 44 (1) All Daikoku citizens are allowed to engage in entrepreneurial activities and other economic activities not prohibited by this Constitution and the federal law. (2) Unfair economic activities and competition are prohibited. ARTICLE 45 (1) All Daikoku citizens have the right to own property, to use and manage property either individually or jointly with another citizen or foreign citizens in accordance to this Constitution and the federal law. (2) All Daikoku citizens have the right to inheritance. (3) Loss of property or interest due to the interest of the government and society of the Daikoku Federation is subject to just compensation. ARTICLE 46 (1) All Daikoku citizens have the right to own land as part of their property. (2) This right also extends to associations and enterprises. (3) The Daikoku Federation shall ensure the proper management and utilization of lands for the protection of the environment in accordance to this Constitution, the federal law and the interests of those who own property. ARTICLE 47 All Daikoku citizens have the right to favorable environment, to information regarding one's environment and to assistance or compensation to damages to one's health or property due to environmental violations. ARTICLE 48 The Daikoku Federation shall have the right to intervene in the economic system in order to maintain a social market economy. ARTICLE 49 (1) All Daikoku citizens have the right to engage in literary, artistic, scientific, intellectual and creative activities. (2) The Daikoku Federation shall protect intellectual property. (3) The Daikoku Federation shall protect and preserve historical and cultural heritages for the purpose of the development of the Daikoku citizen. ARTICLE 50 The Daikoku Federation shall guarantee the rights of consumers through federal law. ARTICLE 51 (1) No federal laws denying the exercise of human rights shall be created in the Daikoku Federation. (2) Human rights may be restricted in the interest of the government and society of the Daikoku Federation. ARTICLE 52 All Daikoku citizens shall participate in the construction of a prosperous and victorious nation in the Daikoku Federation. ARTICLE 53 All Daikoku citizens shall participate in the protection and preservation of the environment. ARTICLE 54 (1) All Daikoku citizens shall have a duty to protect the Daikoku Federation. (2) All Daikoku citizens shall do military service in accordance to this Constitution and the federal law. (3) Daikoku citizens who refuse to do military service on the grounds of conscience and disability shall have the right to do alternative civil services in exchange for military service. ARTICLE 55 All Daikoku citizens shall show loyalty to the Daikoku Federation. ARTICLE 56 The Daikoku Federation may approve federal laws which will introduce duties for Daikoku citizens. ARTICLE 57 Daikoku citizens shall be extradited to their macronation of origin for grave crimes committed against the government and society of the Daikoku Federation. ARTICLE 58 Foreign citizens and stateless persons shall enjoy all public and private rights in the Daikoku Federation that are formally reserved to Daikoku citizens. ARTICLE 59 (1) The Daikoku Federation shall grant political asylum to foreign citizens and stateless persons. (2) Extradition of foreign citizens and stateless persons persecuted for their political views or actions, which do not fall as an offense in the criminal law of the Daikoku Federation, to others states shall not be allowed. CHAPTER III - THE PRESIDENCY OF THE DAIKOKU FEDERATION ARTICLE 60 (1) The Presidency of the Daikoku Federation is the collective head of state of the Daikoku Federation. (2) The Presidency of the Daikoku Federation is the guarantor of the Constitution of the Daikoku Federation. (3) The Presidency of the Daikoku Federation shall adopt measures to defend the independence, sovereignty and security of the Daikoku Federation, and ensure the effective functioning of the federal system of the Daikoku Federation in accordance to this Constitution and the federal law. (4) The Presidency of the Daikoku Federation is the representative of the Daikoku Federation in federal and foreign affairs. ARTICLE 61 (1) The Presidency of the Daikoku Federation shall consist of the President of the Democratic People's Republic of Urbonia and the Monarch of the Kingdom of Treisia. (2) Their powers are equal and shall derive from this Constitution. (3) They shall be titled as Co-Presidents. (4) The election of the President of the Democratic People's Republic of Urbonia and the succession to the throne of the Kingdom of Treisia is determined by the Democratic People's Republic of Urbonia and the Kingdom of Treisia respectively. ARTICLE 62 The Presidency of the Daikoku Federation shall: (1) Appoint the Premier of the Daikoku Federation with the consent of the Federal Assembly, (2) Have the right to chair meetings with the Federal Government of the Daikoku Federation, (3) Appoint ministers in the Federal Government of the Daikoku Federation on the proposal of the Premier of the Daikoku Federation with consent of the Federal Assembly, (4) Appoint judges to the Federal Court of the Daikoku Federation with consent of the Federal Assembly of the Daikoku Federation, (5) Promote and demote personnel of the Federal Defense Force of the Daikoku Federation, (6) Serve as plenipotentiaries of the Daikoku Federation in negotiations with foreign states and in treaties signed with foreign states and international organizations, (7) Announce elections to the Federal Assembly of the Daikoku Federation, (8) Dissolve the Federal Assembly of the Daikoku Federation in accordance to this Constitution, (9) Announce a referendum in accordance to this Constitution, (10) Submit bills to the Federal Assembly of the Daikoku Federation through the Federal Council, (11) Sign federal laws into effect, (12) Address the Federal Assembly of the Daikoku Federation on the current situation of the Daikoku Federation, (13) Decide on issues of citizenship of the Daikoku Federation and granting of asylum to foreign citizens and stateless persons, (14) Confer awards of the Daikoku Federation and titles of the Daikoku Federation, and (15) Decide on pardoning. ARTICLE 63 (1) The Presidency of the Daikoku Federation shall form as the Supreme Command, which shall serve as the highest command in the Federal Defense Force of the Daikoku Federation. (2) The Presidency of the Daikoku Federation, as the Supreme Command, shall supervise the operations of the Federal Defense Force of the Daikoku Federation. (3) The Presidency of the Daikoku Federation, as the Supreme Command and with the consent of the Federal Council, shall issue a decree declaring a state of emergency and mobilizing the Federal Defense Force of the Daikoku Federation in the case where the security of the Daikoku Federation is threatened. ARTICLE 64 (1) The Presidency of the Daikoku Federation shall issue decrees. (2) The decrees of the Presidency of the Daikoku Federation shall be obligatory for fulfillment within the territory of the Daikoku Federation. (3) The decrees of the Presidency of the Daikoku Federation must be in accordance to this Constitution and the federal law. ARTICLE 65 The Presidency of the Daikoku Federation shall have criminal immunity. ARTICLE 66 (1) The President of the Democratic People’s Republic of Urbonia shall be elected through direct elections held in the Democratic People’s Republic of Urbonia. (2) The provisions of the election of the President of the Democratic People’s Republic of Urbonia shall be determined by the Democratic People’s Republic of Urbonia. (3) The provisions on the vacancy of the position of the President of the Democratic People’s Republic of Urbonia shall be determined by the Democratic People’s Republic of Urbonia. ARTICLE 67 (1) The Monarch of the Kingdom of Treisia shall be determined through the succession by order of primogeniture with priority being given to both male and female. (2) The provisions of the succession to the throne of the Kingdom of Treisia shall be determined by the Kingdom of Treisia. (3) The provisions on the vacancy of the throne of the Kingdom of Treisia shall be determined by the Kingdom of Treisia. ARTICLE 68 (1) The Premier of the Daikoku Federation shall serve as the Acting Co-President of the Daikoku Federation in the case of the vacancy of one of the seats in the Presidency of the Daikoku Federation. (2) The Federal Government of the Daikoku Federation, as the Acting Presidency of the Daikoku Federation, shall serve as the collective head of state and government of the Daikoku Federation and shall both exercise the powers of the Presidency of the Daikoku Federation and the Federal Government of the Daikoku Federation in the case of the vacancy of both seats to the Presidency of the Daikoku Federation. (3) The tenure of the Acting Co-President of the Daikoku Federation and the Acting Presidency of the Daikoku Federation shall end when the Democratic People’s Republic of Urbonia and the Kingdom of Treisia are able to fill the position of the President of the Democratic People’s Republic of Urbonia and the Monarch of the Kingdom of Treisia respectively. CHAPTER IV - THE FEDERAL ASSEMBLY OF THE DAIKOKU FEDERATION ARTICLE 69 The Federal Assembly of the Daikoku Federation, the parliament of the Daikoku Federation, is the representative and legislative body of the Daikoku Federation. ARTICLE 70 (1) The Federal Assembly of the Daikoku Federation shall consist of two chambers: (1.1) The Federal Council, and (1.2) The States Council. (2) The election of the Federal Assembly of the Daikoku Federation, the office terms of deputies to the Federal Assembly of the Daikoku Federation and the election of the Federal Assembly of the Daikoku Federation in the cases of Articles 82, 83, 84, 86, 89 and 90 of this Constitution are determined in Articles 109 and 110 of this Constitution. ARTICLE 72 (1) Deputies of the Federal Assembly of the Daikoku Federation shall possess immunity during their whole term. (2) Deputies of the Federal Assembly of the Daikoku Federation shall not be arrested, detained or investigated, except in the case of flagrant offenses or removal of immunity by the corresponding chamber of the Federal Assembly of the Daikoku Federation. ARTICLE 72 (1) The Federal Council and the States Council shall jointly meet for their first session on the seventh day after the election. (2) The joint first session of the Federal Council and the States Council shall be presided by the Presidency of the Daikoku Federation. ARTICLE 73 (1) The Federal Council and the States Council shall hold separate sessions every month. (2) The sessions of the Federal Council and the States Council shall be open. (3) The Federal Council and the States Council may vote to hold closed sessions. (4) The Federal Council and the States Council may hold joint sessions on the following cases: (4.1) The joint first session of the Federal Council and the States Council, (4.2) The delivery of the speech of the Presidency of the Daikoku Federation on the current situation of the Daikoku Federation, (4.3) The resolution of conflicts between the Federal Council and the States Council on a bill, and (4.4) The vote of confidence in the Federal Government of the Daikoku Federation. (4.5) Sessions of the Federal Council and the States Council shall only be held if the number of deputies present in the chamber is more than half of the total number of deputies of the chamber. (4.6) Extraordinary sessions of the Federal Council and the States Council shall be held on the decree of the Presidency of the Daikoku Federation, the decision of the President of the respective chambers, or on the decision of the majority of the deputies of the respective chambers. ARTICLE 74 (1) The Federal Council and the States Council shall elect the President of the Federal Council and the President of the States Council respectively. (2) The President of the Federal Council and the President of the States Council shall preside the sessions and supervise the work of their respective chambers. (3) The Federal Council and States Council shall adopt its procedural rules and solve issues of procedure in its work. ARTICLE 75 (1) The power to initiate legislation shall belong to the deputies of the Federal Council and the deputies of the States Council. (2) The Presidency of the Daikoku Federation and the Federal Government of the Daikoku Federation shall also have the power to initiate legislation through the Federal Council. (3) The legislatures of the constituent states of the Daikoku Federation shall also have the power to initiate legislation through the States Council. ARTICLE 76 (1) The Federal Council shall have the power to review federal laws approved by the States Council. (2) The Federal Council shall approve decrees of the Presidency of the Daikoku Federation on the declaration of a state of emergency and on the mobilization of the Federal Defense Force of the Daikoku Federation. (3) The Federal Council shall decide on the vote of confidence in the Federal Government of the Daikoku Federation. (4) The Federal Council shall adopt resolutions on issues under its jurisdiction. (5) Resolutions of the Federal Council shall be approved by a simple majority of the deputies present. ARTICLE 77 (1) The States Council shall have the power to start the legislative process by receiving bills. (2) The States Council shall have the power to initiate a vote of confidence in the Federal Government of the Daikoku Federation. (3) The Federal Council shall adopt resolutions on issues under its jurisdiction. (4) Resolutions of the States Council shall be approved by a simple majority of the deputies present. (5) The deputies of the States Council shall also act as deputies to the legislatures of the federal entities of the Daikoku Federation. ARTICLE 78 (1) Bills are to be submitted to the States Council. (2) Federal laws are to be approved by the States Council. (3) The States Council shall submit the federal law to the Federal Council for review. (4) A federal law shall be considered approved by the Federal Council if over half of the Federal Council votes for its approval or if the Federal Council does not act on the federal law within three days of its submission. (5) If the Federal Council rejects the federal law, the Federal Council and States Council shall jointly meet to reach a compromise. (6) If the States Council disagrees with the decision of the Federal Council, a federal law is approved if States Council if it has voted to approve it during the second vote. ARTICLE 79 The Federal Council is required to review federal laws on: (1) The territory of the Daikoku Federation, (2) The status of the federal entities of the Daikoku Federation, (3) The international treaties and agreements of the Daikoku Federation, (4) Finances of the Daikoku Federation, (5) Amendments to this Constitution, and (6) Peace and war. ARTICLE 80 (1) The approved federal law shall be submitted to the Presidency of the Daikoku Federation for signing and making it public. (2) The Presidency of the Daikoku Federation shall sign the federal law and make it public within seven days. (3) If the Presidency of the Daikoku Federation rejects the federal law, the Federal Council and the States Council shall reconsider the federal law in accordance to this Constitution. (4) If the Federal Council and the States Council approves in the second vote the federal law without changes to its wording, the Presidency of the Daikoku Federation shall sign the federal law and make it public within one day. ARTICLE 81 (1) The approval of a federal law may be subject to a federal referendum through the following cases: (1.1) The introduction of a federal initiative by the Daikoku people, and (1.2) The proposal of the Premier of the Daikoku Federation to subject the approval of the federal law to a federal referendum. ARTICLE 82 (1) A deputy of the Federal Assembly of the Daikoku Federation may be subject to a recall vote. (2) In the case of a successful recall vote against a deputy of the Federal Assembly of the Daikoku Federation, the Presidency of the Daikoku Federation in accordance to Article 110 of this Constitution. ARTICLE 83 In the case of the death, incapacity or resignation of a deputy of the Federal Assembly of the Daikoku Federation, the Presidency of the Daikoku Federation shall schedule special elections in accordance to Article 110 of this Constitution. ARTICLE 84 (1) The Federal Assembly of the Daikoku Federation may be dissolved by the Presidency of the Daikoku Federation in accordance to Articles 86, 89 and 90 of this Constitution and in the advice of the Federal Government of the Daikoku Federation. (2) In the case of the dissolution of the Federal Assembly of the Daikoku Federation, the Presidency of the Daikoku Federation shall schedule new elections in accordance to Article 110 of this Constitution. (3) The Federal Assembly of the Daikoku Federation may not be dissolved in accordance to Article 92 of this Constitution within three months of its election. (4) The Federal Assembly of the Daikoku Federation may not be dissolved during a declaration of a state of emergency. CHAPTER V - THE FEDERAL GOVERNMENT OF THE DAIKOKU FEDERATION ARTICLE 85 The Federal Government of the Daikoku Federation shall exercise executive power in the Daikoku Federation. ARTICLE 86 (1) The Federal Government of the Daikoku Federation shall consist of the Premier of the Daikoku Federation and the Ministers. (2) The Presidency of the Daikoku Federation shall submit a nomination for the Premier of the Daikoku Federation to the Federal Assembly of the Daikoku Federation on the day of its first joint session. (3) If the Federal Assembly of the Daikoku Federation rejects the nomination for the Premier of the Daikoku Federation by the Presidency of the Daikoku Federation, the Federal Assembly of the Daikoku Federation shall nominate the Premier of the Daikoku Federation which shall be approved by the Presidency of the Daikoku Federation. (4) If the Federal Assembly of the Daikoku Federation fails to nominate a Premier of the Daikoku Federation in the case stated in the previous section, the Federal Assembly of the Daikoku Federation shall be dissolved and the Presidency of the Daikoku Federation shall schedule new elections in accordance to Article 110 of this Constitution. ARTICLE 87 (1) The Premier of the Daikoku Federation shall submit to the Presidency of the Daikoku Federation a proposal for the appointment of Ministers within seven days of his appointment. (2) The Premier of the Daikoku Federation shall submit a policy projection of the Federal Government of the Daikoku Federation to the Presidency of the Daikoku Federation, which shall be addressed to the Federal Assembly of the Daikoku Federation in a joint session. ARTICLE 88 (1) The Federal Government of the Daikoku Federation shall: (1.1) Submit a report of its work to the Federal Assembly of the Daikoku Federation, (1.2) Implement the government policies of the Daikoku Federation, (1.3) Manage properties of the Daikoku Federation, and (1.4) Exercise powers vested by this Constitution and by federal laws and by decrees of the Presidency of the Daikoku Federation. (2) All decisions of the Federal Government of the Daikoku Federation shall be presented to the Presidency of the Daikoku Federation, which shall issue a decree for its enforcement. ARTICLE 89 (1) Any resignations in the Federal Government of the Daikoku Federation shall be decided by the Presidency of the Daikoku Federation. (2) The resignation of the Premier of the Daikoku Federation shall also be the resignation of the Federal Government of the Daikoku Federation. (3) Ministers of the Federal Government of the Daikoku Federation may submit their resignation to the Presidency of the Daikoku Federation. (4) The resignation of the Federal Government of the Daikoku Federation shall result to the dissolution of the Federal Assembly of the Daikoku Federation and the Presidency of the Daikoku Federation shall schedule new elections in accordance to Article 110 of this Constitution. ARTICLE 90 (1) The Federal Assembly of the Daikoku Federation may express no confidence in the Federal Government of the Daikoku Federation in a joint session by the Federal Assembly of the Daikoku Federation. (2) The vote of no confidence shall be initiated through a petition, which may include the nomination for the Premier of the Daikoku Federation, made by at least a deputy of the Federal Council and two deputies of the States Council. (3) The approval of a vote of no confidence in the Federal Government of the Daikoku Federation requires the simple majority of both the Federal Council and the States Council. (4) If the Federal Assembly of the Daikoku Federation votes for no confidence in the Federal Government of the Daikoku Federation, the Presidency of the Daikoku Federation shall announce the resignation of the Federal Government of the Daikoku Federation and the appointment of the Premier of the Daikoku Federation nominated by the Federal Assembly. (5) If the Federal Assembly of the Daikoku Federation votes for no confidence in the Federal Government of the Daikoku Federation but fails to nominate a Premier of the Daikoku Federation, the Federal Assembly of the Daikoku Federation shall be dissolved and the Presidency of the Daikoku Federation shall schedule new elections Article 110 of this Constitution. CHAPTER VI - THE FEDERAL SYSTEM OF THE DAIKOKU FEDERATION ARTICLE 91 The Daikoku Federation is composed of the following federal entities: (1) Constituent states, (2) Autonomous states, and (3) Federal cities. ARTICLE 92 The admission, secession and status of federal entities of the Daikoku Federation shall be determined through this Constitution and the federal law. ARTICLE 93 (1) The federal laws of the Daikoku Federation shall have the same force in all federal entities of the Daikoku Federation. (2) The federal laws of the Daikoku Federation shall always take precedence over federal entity laws in disputes. ARTICLE 94 (1) The territory of the Daikoku Federation is a single entity. (2) The Federal Defense Force of the Daikoku Federation shall be tasked with the defense of the territory of the Daikoku Federation against acts of aggression. ARTICLE 95 The jurisdiction of the Daikoku Federation includes: (1) Admission of new territories into the Daikoku Federation and determining their status as a federal entity, (2) Determination of the territory of the Daikoku Federation and approval of changes to territories of federal entities, (3) Establishment of self-governance in federal entities of the Daikoku Federation, (4) Pursuance of a single government policy in the Daikoku Federation and its federal entities, (5) Maintenance of the economy of the Daikoku Federation, (6) Direction of the Federal Defense Force of the Daikoku Federation, (7) Defense and security of the territories of the Daikoku Federation, (8) Issues of peace and war, (9) Representation of the Daikoku Federation and its federal entities in foreign affairs, (10) Control over the implementation of this Constitution and the federal laws and the conformity of the constitutions and laws of the federal entities of the Daikoku Federation, and (11) Settlement of matters of importance to the Daikoku Federation. ARTICLE 96 (1) A constituent state is a sovereign state that has united with other constituent states in the Daikoku Federation. (2) A constituent state shall exercise powers not listed on Article 95 of this Constitution. (3) A constituent state shall have its own constitution conforming to this Constitution and shall have its own legislature. (4) Constituent states take part in decision making in the Federal Assembly of the Daikoku Federation and the Federal Government of the Daikoku Federation. (5) Constituent states shall ensure development on its territory, exercise state administration in behalf of the Daikoku Federation and implement this Constitution and the federal laws. (6) The territories of the constituent states shall be altered through the consent of the constituent states and other federal entities involved and the Daikoku Federation. (7) Constituent states shall determine the its administrative and territorial system. (8) The Daikoku Federation shall guarantee the sovereignty of the constituent states. (9) The constituent states of the Daikoku Federation are: (1) The Democratic People’s Republic of Urbonia, and (2) The Kingdom of Treisia. ARTICLE 97 (1) An autonomous state is a constituent territory of a constituent state. (2) An autonomous state shall exercise powers not listed on Articles 95 and 96 of this Constitution. (3) An autonomous state shall have its own constitution conforming to this Constitution and shall have representatives to the legislature of its constituent state. (4) Autonomous states shall ensure development on its territory, exercise state administration in behalf of the Daikoku Federation and the constituent states, and implement this Constitution, the federal laws and the constitution and laws of the constituent states. (5) Autonomous states do not have the power to secede from the Daikoku Federation. (6) The territories of the autonomous states shall be altered through the consent of the autonomous state, the constituent state and the Daikoku Federation. (7) The autonomous state of the Daikoku Federation is the Margraviate of Misaka in the Kingdom of Treisia. ARTICLE 98 (1) A federal city is a city under the direct administration of the Presidency of the Daikoku Federation. (2) The status of federal city shall be as equally important as the status of constituent state. (3) Federal cities may decide to create bodies of self-government through federal law. (4) The federal cities of the Daikoku Federation are: (4.1) Seidaikei, and (4.2) Kitakyo. CHAPTER VII - THE FEDERAL COURT OF THE DAIKOKU FEDERATION ARTICLE 99 (1) The Federal Court of the Daikoku Federation is the only body that shall administer justice in the Daikoku Federation. (2) Judicial power shall be exercised by means of legal proceedings. (3) The judicial system of the Daikoku Federation shall be instituted by this Constitution and the federal laws. (4) No other courts may be created or recognized in the Daikoku Federation. ARTICLE 100 (1) The Federal Court of the Daikoku Federation shall consist of one Supreme Judge and two Deputy Judges. (2) The Supreme Judge and the Deputy Judges shall be appointed by the Presidency of the Daikoku Federation with the consent of the Federal Assembly of the Daikoku Federation. (3) The Supreme Judge and the Deputy Judges shall have life-time tenure, unless the Presidency of the Daikoku Federation appoints new judges or becomes unable to carry out duties due to death, incapacitation or resignation. (4) The Supreme Judge and the Deputy Judges are not subject to arrest or detention, unless in the case of flagrant offenses or with the approval of the Presidency of the Daikoku Federation. ARTICLE 101 The independence of the Federal Court of the Daikoku Federation in its work is guaranteed. ARTICLE 102 The Federal Court shall have the following duties and powers: (1) Administer justice through trial, (2) Ensure the fairness of trials, (3) Ensure the complete and independent administration of justice, and (4) Review and define this Constitution and the federal laws. ARTICLE 103 The Deputy Judges shall assist the Supreme Judge in work. ARTICLE 104 The Federal Court of the Daikoku Federation shall render justice in the most effective and efficient way possible. ARTICLE 105 The Federal Court of the Daikoku Federation may seek the help of international judicial bodies if it cannot handle the severity of a crime. CHAPTER VIII - ELECTIONS, REFERENDUMS AND INITIATIVES IN THE DAIKOKU FEDERATION ARTICLE 106 The basic principles of election system in the Daikoku Federation are: (1) Universal right to vote, (2) Equality of votes, (3) Direct election, and (4) Secrecy of the ballot. ARTICLE 107 (1) The following Daikoku citizens shall have the right to vote, (1.1) Those who have reached the age of 16, (1.2) Those who are literate, (1.3) Those who are not legally disqualified, and (1.4) Those who are not arrested or detained. (2) The following Daikoku citizens shall have the right to be elected into elective offices: (2.1) Those who have the right to vote, and (2.2) Those who are not disqualified by federal laws on elections. (3) All voting Daikoku citizens shall have the right to vote in referendums and to participate in initiatives. ARTICLE 108 The elective offices of the Daikoku Federation are the following: (1) The Federal Assembly of the Daikoku Federation, (2) The legislatures of the federal entities of the Daikoku Federation, and (3) Other elective offices instituted by federal entities of the Daikoku Federation. ARTICLE 109 (1) Regular elections to the Federal Assembly of the Daikoku Federation shall be held in June of every year. (2) In the cases of vacancy in accordance to Article 82 and 83 of this Constitution, special elections shall be held after 14 days, unless if the special elections are dated within 14 days before the regular elections. (3) In the cases of Articles 84, 86, 89 and 90, elections to the new Federal Assembly of the Daikoku Federation shall be held after 14 days, unless if the elections in these cases are dated within 3 months before the regular elections. (4) Elections to the legislatures of the federal entities of the Daikoku Federation shall be held concurrently with elections to the Federal Assembly of the Daikoku Federation. (5) The federal entities of the Daikoku Federation shall determine the date of elections to other elective offices of the federal entities of the Daikoku Federation. ARTICLE 110 (1) The Federal Assembly of the Daikoku Federation is elected to a one year term if elected through regular elections. (2) The following are the terms of deputies to the Federal Assembly of the Daikoku Federation elected in accordance to Article 82 and 83 of this Constitution. (2.1) In the case deputies of the Federal Assembly of the Daikoku Federation are elected through special elections takes office on a day that is 48 or more days before the regular elections, the terms of these deputies shall end on the first session of the Federal Assembly of the Daikoku Federation elected on the nearest regular election or on the first session of Federal Assembly of the Daikoku Federation elected on the elections in the cases of Articles 84, 86, 89 and 90. (2.2) In the case deputies of the Federal Assembly of the Daikoku Federation are elected through special elections takes office on a day that is 48 or less days before the regular elections, the terms of these deputies shall end on the first session of the Federal Assembly of the Daikoku Federation elected on the next succeeding regular elections after the nearest regular elections, or on the first session of the Federal Assembly of the Daikoku Federation elected on the elections in the cases of Articles 84, 86, 89 and 90 held after the nearest regular elections. (3) The terms of deputies to the legislatures of the federal entities of the Daikoku Federation shall be concurrent to the terms of deputies to the Federal Assembly of the Daikoku Federation. (4) The federal entities of the Daikoku Federation shall determine the terms of other elected officials in federal entities of the Daikoku Federation. ARTICLE 111 (1) The Daikoku Federation shall form as one constituency in elections to the Federal Council and in federal referendums. (2) The constituent states of the Daikoku Federation shall each form a constituency in elections to the States Council, in states referendums and in elections to offices of the federal entities of the Daikoku Federation. (3) The apportionment of deputies to the States Council to the constituencies shall be determined by federal law. (4) The federal cities and autonomous states of the Daikoku Federation shall each form sub-constituencies in elections, referendums and initiatives concerning these federal entities of the Daikoku Federation. ARTICLE 112 The Presidency of the Daikoku Federation shall be tasked to administer elections, referendums and initiatives in the Daikoku Federation. ARTICLE 113 The Federal Assembly of the Daikoku Federation shall approve a federal law on elections, referendums and initiatives in the Daikoku Federation. ARTICLE 114 Voting Daikoku citizens shall have the right to amend this Constitution and the constitutions of the federal entities of the Daikoku Federation, and directly propose, approve and reject federal laws, and laws of federal entities of the Daikoku Federation through referendums and initiatives. ARTICLE 115 Federal referendums shall be held in the following cases: (1) The introduction of a federal initiative, (2) The approval of either an amendment or a review to this Constitution, (3) The approval of a new Constitution, (4) The proposal of the Premier of the Daikoku Federation on subjecting the approval of a federal law to a referendum, and (5) The proposal of the Premier of the Daikoku Federation on subjecting a question of national interest to a referendum. ARTICLE 116 States referendums shall be held in the following cases: (1) The introduction of a states initiative, (2) The approval of federal laws on altering the territories and determining the status of federal entities of the Daikoku Federation, and (3) Other cases determined by the federal entities of the Daikoku Federation. ARTICLE 117 (1) Federal and states referendums shall be scheduled on March, June, September and December of every year. (2) The Presidency of the Daikoku Federation shall determine the propositions to be subjected to federal and states referendums. ARTICLE 118 (1) The proposal for a federal initiative requires the following: (1.1) Contents of this Constitution and the federal laws that are to be approved, rejected or amended, unless in the case of an initiative for a recall vote, (1.2) Proposition, (1.3) Reasons, (1.4) Summary of the federal initiative, and (1.5) Signatures of at least twenty percent of the population of each of the electoral districts of the Daikoku Federation. (2) One month shall be given for the completion of federal initiatives. (3) Federal initiatives shall have the following propositions: (3.1) Amendments to this Constitution, (3.2) Amendments to federal laws, (3.3) Approval or rejection of federal laws, and (3.4) Recall of deputies to the Federal Assembly of the Daikoku Federation. ARTICLE 119 (1) The proposal for a states initiative requires the following: (1.1) Contents of the constitution and the laws of the federal entities of the Daikoku Federation that are to be approved, rejected or amended, unless in the case of a recall vote, (1.2) Proposition, (1.3) Reasons, (1.4) Summary of the states initiative, and (1.5) Signatures of at least twenty percent of the population the electoral district or electoral sub-district concerned. (2) One month shall be given for the completion of states initiatives. (3) States initiatives shall have the following propositions, (3.1) Amendments to constitutions of federal entities of the Daikoku Federation, (3.2) Amendments to laws of federal entities of the Daikoku Federation, (3.3) Approval or rejection of laws of federal entities of the Daikoku Federation, (3.4) Approval or rejection of federal laws on admission and secession of federal entities of the Daikoku Federation, and (3.5) Recall of elected officials of the federal entities of the Daikoku Federation. CHAPTER IX - AMENDMENTS AND REVIEW OF THIS CONSTITUTION ARTICLE 120 Amendments and review of this Constitution may be initiated through: (1) Legislation on amending this Constitution initiated by government institutions in accordance to Article 77 of this Constitution, (2) Federal initiatives on amending this Constitution in accordance to Article 112 of this Constitution. ARTICLE 121 (1) Amendments and review of this Constitution shall be approved through a federal law that is approved by the Federal Assembly of the Daikoku Federation and the voting Daikoku citizens, through a federal referendum. (2) In the case of an approval for a review of this Constitution, a Constitutional Commission would be formed which will either confirm the invariability of this Constitution or draft a new Constitution of the Daikoku Federation. (3) The new Constitution of the Daikoku Federation shall be considered adopted if it is approved by the Federal Assembly of the Daikoku Federation and approved by the voting Daikoku citizens through a federal referendum. ARTICLE 122 (1) Changes to Articles 91, 96, 97 and 98 of this Constitution shall be made on the basis of federal laws on the admission of territorial entities in the Daikoku Federation and the determining of their status as a federal entity of the Daikoku Federation. (2) In the case a federal entity of the Daikoku Federation changes its name, the new name of the federal entity shall be included in Articles 96, 97 and 98 of this Constitution. CHAPTER X - TRANSITORY PROVISIONS ARTICLE 123 (1) This Constitution shall come into force from the moment of its official publication following its approval on the eighth session of the 2nd Federal Assembly of the Daikoku Federation on April 11, 2014. (2) The Constitution of the Daikoku Federation adopted on May 25, 2013, with the amendments that followed is repealed. ARTICLE 124 The following federal laws would continue to be in effect on the moment this Constitution comes into force: (1) Federal Law 01-2013 – On the Annexation of Marikina into the Daikoku Federation and the Establishment of Misaka District, (2) Federal Law 05-2013 – On the Constitution of the Democratic People’s Republic of Urbonia, (3) Federal Law 07-2013 – On the Territory of the Daikoku Federation, (4) Federal Law 08-2013 – On the Federal Defense Force of the Daikoku Federation, (5) Federal Law 10-2013 – On the Criminal Law of the Daikoku Federation, (6) Federal Law 01-2014 – On the Constitution of the Kingdom of Treisia, (7) Federal Law 02-2014 – On the Citizenship of the Daikoku Federation, (8) Federal Law 04-2014 – On the Amending of the Constitution of the Kingdom of Treisia, (9) Federal Law 05-2014 – On the Amending of the Constitution of the Democratic People’s Republic of Urbonia, (10) Federal Law 06-2014 – On the Amending of Federal Law 07-2013, (11) Federal Law 07-2014 – On the Constitution of the Margraviate of Misaka, (12) Federal Law 08-2014 – On the 2nd Amending of the Constitution of the Kingdom of Treisia, (13) Federal Law 11-2014 - On Amending the Constitution of the Margraviate of Misaka, and (14) Federal Law 12-2014 - On the Admission of Loyola Heights into the Daikoku Federation and the Establishment of the Federal City of Kitakyo. ARTICLE 125 All international treaties and agreements of the Daikoku Federation shall be suspended and shall not be renewed without the approval of the Federal Assembly of the Daikoku Federation in accordance to this Constitution. ARTICLE 126 The Government of the Daikoku Federation, from the moment of the approval of this Constitution, shall acquire the rights, obligations and responsibilities of the Federal Government of the Daikoku Federation fixed by this Constitution and shall be called as the Federal Government of the Daikoku Federation. ARTICLE 127 (1) The 2nd Federal Assembly of the Daikoku Federation, from the moment of the approval of this Constitution, shall be dissolved. (2) The election to the 3rd Federal Assembly of the Daikoku Federation shall be held on any day in the month of June 2014. (3) The Presidency of the Daikoku Federation shall exercise legislative powers until the first session of the 3rd Federal Assembly of the Daikoku Federation. ARTICLE 128 The Supreme Judge and the Deputy Judge of the Federal Court of the Daikoku Federation appointed before the approval of this Constitution shall continue to exercise their powers fixed by this Constitution. DECREE 22-2014 - ON THE APPROVAL OF THE CONSTITUTION OF THE DAIKOKU FEDERATION ARTICLE 1. The Presidency of the Daikoku Federation signs into effect the Constitution of the Daikoku Federation approved by the 2nd Federal Assembly of the Daikoku Federation on its eighth session on April 11, 2014.
ARTICLE 2. The approved wording of the Constitution of the Daikoku Federation is to be published on the Daikoku Federation News Service. ARTICLE 3. The new Constitution of the Daikoku Federation was approved following the conclusion of the 23-day work on drafting the new Constitution by the 2nd Constitutional Commission. The new Constitution replaced the Constitution of the Daikoku Federation adopted on May 25, 2013, which was amended three times on November 1 of last year, and February 25 and March 1 of this year. The preamble of the new Constitution called for to recognize the changes in the sociopolitical state of the Daikoku Federation, to continue the struggle to create a prosperous and victorious nation, and to preserve and strengthen the sovereignty, independence and rule of law in the Daikoku Federation. The new Constitution retained the federal state with a democratic multi-party parliamentary system as its form of government, but introduced changes to its national symbols, such as changing the anthem of the Daikoku Federation to "Our Daikoku" and changing the motto of the Daikoku Federation to "Unity of the People, Victory of the Nation." The new Constitution also introduced a new capital city, named Kitakyo (Japanese for "northern capital city), replacing Seidaikei, which is a newly-annexed territory of the Daikoku Federation comprising of area of Loyola Heights and Ateneo de Manila University in Quezon City. The new Constitution also retained the Presidency of the Daikoku Federation as the collective head of state and as the highest government office, but executive powers were transferred to the renamed Federal Government of the Daikoku Federation. The new Constitution also introduced a bicameral Federal Assembly of the Daikoku Federation and a new legislation procedure. The new Constitution also introduced the federal entities of the Daikoku Federation, which is a term referring to all constituent states, federal cities and autonomous states of the Daikoku Federation. The new Constitution also increased the power of the voting Daikoku citizens to participate in state administration through referendums and initiatives.
